My Puppy has a wobble head...?

My new puppy (daschund) has a wobble head looks like a bobble head doll. She occasionally will also loose balance, otherwise seems very normal, eats and drinks well and plays with the kids. the lady i bought it from says she has had the wobble since birth, What do you think this would be?
