If HIV was present in blood, would a CBC Blood test show some inconsistant or abnormality in the cells?

Not necessarily. Abnormal blood count results may lead to testing for other disorders, but would not necessarily lead to testing for HIV. HIV would most likely not have a dramatic effect on white blood cell count anytime soon after infection. HIV can not be diagnosed based on results of a blood count test or any testing--The only way to find out if you have HIV is to have an HIV test.
