Do i need a permit to replace plumbing lines in North Carolina?

I have bought a foreclosed home and someone has stolen/ removed most of the copper plumbing pipes on one side of the house. this house is 50+ years old and i would like to remove the rest of the copper piping and steel drainage pipes and run pvc, and pex. do i need a permit to do this?
